  As you can see the hours 945 to 11am( which is a joke) you would expect a cousulate that deals with chinese transit visa of entire nation to be on time but the window 6 of bank cashier hasn't reached his/her cubicle at 10 15. May be they are following chinese timezone ? And its not the first time.
